A circuit court judge is now considering whether to allow developers to charge shoppers at a yet-to-be-built development in south Columbia for road improvements in the area.

The developers have filed a petition in Boone County Circuit Court asking to create a transportation development district - a quasi-govermental body that can levy up to a 1 percent sales tax to pay for road improvements in and around the development.

The city already has 13 TDD's in place in highly traveled shopping areas such as the Columbia Mall and the Walmart development off Grindstone Parkway.

The proposed Red Oak TDD would encompass a 25-acre site just south of the Grindstone Walmart area.

According to documents released by the city of Columbia, Red Oak would use sales tax money to pay for road improvements totaling about $4.2 million.
