Man charged with 18 counts of exploitation, child porn, invasion of privacy

COLUMBIA, Mo. - Steven O'Neill has been charged with seven counts of sexual exploitation of a minor, seven counts of possession of child porn, and four counts of invasion of privacy. Through further forensic investigation, charges were amended to the 18 counts.

According to the court documents, the sexual exploitation of a minor happened on Nov. 6, 2013, Nov. 12, 2013, twice on Feb. 4, 2014, Feb. 23, 2014, Mar. 14, 2015, and April 30, 2015. 

Court documents said on Aug. 10, 2015, O'Neill had knowingly possessed  child pornography of a person less than 18 years of age in seven digital files. 

Court documents said on Feb. 4, 2014, he knowingly viewed two people in a state of full or partial nudity without their knowledge or consent, and in a place where they would have a reasonable expectation of privacy. The charging documents also said the same thing happened again on Dec. 18, 2014. 

According to the original probably cause statements filed in August 2015, the Boone County Sheriff's Cyber Crime Task Force received a cybertip from the National Center for Missing and Exploited Children (NCMEC). 

NCMEC received an anonymous tip that O'Neill had been videotaping a nude female neighbor, believed to be a minor. After investigators searched the computer with consent from the defendant's spouse, investigators found several images created by the defendant, who had videotaped and photographed females without their knowledge. 

The probable cause statement from 2015 said O'Neill admitted that in 2013, he knowingly created child pornography of a person less than 14 years of age.
